The objective of this paper is to find an empirical hyperspectral absolute calibration model using Libya 4 pseudo invariant site (PICS). approach involves the Landsat 8 (L8) Operational Land Imager (OLI) as reference radiometer and Earth Observing One (EO-1) Hyperion, with a spectral resolution 10 nm source. This utilizes data from region interest (ROI) in “optimal region” 3% temporal, spatial, stability within PICS. It uses improved, simple, empirical, Bidirectional Reflectance Distribution function (BRDF) accounting for four angles: solar zenith azimuth, view azimuth angles. can perform 1 by predicting TOA reflectance all existing bands sensors. resultant was validated image acquired satellite sensors such 7, Sentinel 2A, 2B, Terra MODIS, Aqua their launch date 2020. These differ terms width bandpass, overpass time, off-nadir viewing capabilities, spatial resolution, temporal revisit etc. result demonstrates efficacy proposed has accuracy order precision about nadir (with angle up 5°) used study. For satellites 20°, it have estimated 6% 4%.
